Settlements for Local Marijuana Case

Pacifica was among five grow sites that resulted in a Grand Jury indictment last year; defendants now settle on amounts of restitution to PG&E.

Pacifica was among three San Mateo towns with marijuana cultivation sites that resulted in restitution settlements with PG&E on Thursday for Weiren Hu, Wendy Lau, Qian Wen Li, Weix Liang, Winnie Jiang Phan, Bill Dao Bian Qi, and Quennie Yk Qi.

The San Mateo Narcotics Task Force conducted a yearlong investigation from 2010 to 2011 that resulted in a grand jury indictment last year.

Agents seized over 2,000 live plants and clones, as well as dried and processed marijuana in Pacifica, Daly City, Millbrae, and at two other locations in Alameda County.

Agents also discovered electric meter bypasses at the sites that resulted in theft of thousands of dollars from PG&E.

At a hearing on Thursday, the amount of restitution to PG&E was decided: $23,820.30 (defendant Cheung), $20,131.32 (defendants Hu and Li), $13,714.45 (defendant Lau), $213,645.19 (defendant Phan), and $57,500 (defendant Qi). Defendant Chen was in custody on $1,000,000 bail. Defendant Jia Hu was out of custody on $50,000 bail bond. Defendant Weiren Hu was in custody on $750,000 bail. Defendant Qian Li was out of custody on $100,000 bail bond. Defendant Liang was in custody on $600,000 bail.
