City Council Preview: Vote on Protest Rules, Snowy Plover Protection Plan

A look at what Pacifica leaders considered Monday evening.

 The city council will consider establishing a code of conduct for a protest hearing on May 23 to discuss the proposed increase to Pacifican's garbage rates Monday night. 

According to the proposal, City Clerk Kathy O'Connell will finish tabulating all of the she's received through the close of that public hearing, including those turned in during the hearing. If less than one half of Recology customers in Pacifica turned in letters, the rate increase will happen. 

Council will also vote to approve or reject staff recommendations for a western snowy plover protection plan at Pacifica State Beach (Linda Mar).

Staff has come up with a new list of actions incorporating modifications made to an original plan . 

Those actions include installing "symbolic" (cable through eyes in metal posts) fencing along the walking path at the beach, starting at Crespi Drive, to point foot traffic directly out toward the area to the south, which was on the original staff report in November; installing and maintaining low-but-impassable fencing along the beach side of the bicycle path to discourage entry away from the main entrance (from the dry creek bed on the north to the Crespi Drive entrance at the south); enforcing regulations prohibiting off-leash dogs, drinking, littering, fires and overnight camping; discouraging the feeding of wildlife on the beach; providing predator-proof trash receptacles; and installing educational signs at the outskirts of the areas most frequented by snowy plovers.

All in all, these efforts will cost between 68,000 and $98,000, by its own estimate.
